Request to begin work at Texas gas-to-nuclear project puts Blue Energy in rare company
CHEVY CHASE, Md., Sept. 16, 2026 /PRNewswire/ — Blue Energy today announced it has filed the first part of the company’s construction permit application to the U.S. Nuclear Regulatory Commission (NRC) for its inaugural gas-to-nuclear project at the Port of Victoria, Texas. By making this submission, Blue Energy becomes just one of five nuclear companies to submit a construction permit application in the current new nuclear development wave.
Blue Energy’s prefabricated, standardized approach to build, transport and assemble nuclear power plants – the “Blue Way” – slashes time-to-power by more than a decade and significantly reduces costs and risk, compared to traditional nuclear. The company’s Texas project expects to deploy both GE Vernova 7HA.02 gas turbines and GE Vernova Hitachi BWRX-300 small modular reactors in a first-of-its-kind, gas-to-nuclear power plant, subject to final investment decision in 2027. GE Vernova Hitachi has supported Blue Energy with information in this application to the NRC.
The extensive application and supporting technical information were prepared by Blue Energy’s regulatory team, which has over 80 years of combined NRC licensing experience, along with the company’s engineering, financial, environmental teams and other experts. This submission comes just five months after the selection of the BWRX-300 as reactor technology, a rapid turnaround that demonstrates Blue Energy has the licensing and technical capabilities to get projects to market faster. The second half of the application is expected to be submitted in the second half of 2027, following the NRC-mandated one calendar year of site-specific data collection.

The application, which applies to the first nuclear unit at the Texas site, was submitted late yesterday and includes, among other things:
- A request to begin limited construction activities, including deep foundation and shaft works to house the power plant’s first small modular reactor.
- A request to approve Blue Energy’s unique approach to build nuclear faster by first constructing the natural gas portion and balance-of-plant (BOP) of the gas-to-nuclear plant – that BOP will subsequently also be utilized by the nuclear reactors. NRC had previously approved the methodology behind this gas-to-nuclear “Blue Bridge” approach to deploy nuclear in a more efficient manner.
- A nearly 300-page environmental report, which concluded that there are no significant impacts of the natural gas portion to endangered species, tribal lands, or other environmental or historical concerns.
- Information on Blue Energy’s approach to project finance the power plant, not paid for on the backs of ratepayers.
The application builds on Blue Energy’s significant momentum over the previous year:
- In December 2025, the NRC approved Blue Energy’s licensing topical report, which supported the company’s innovative approach to resequencing major phases of nuclear plant construction included in today’s application.
- Blue Energy raised more than $400 million in financing, including key strategic investments from companies like Constellation Technology Ventures.
- Blue Energy announced a “project acceleration agreement” with GE Vernova and GE Vernova Hitachi to facilitate the deployment of their gas turbines and SMRs at the Texas gas-to-nuclear project.
- And earlier this month, Blue Energy announced it has retained Societe Generale to assist in structuring and arranging project financing for Blue Energy’s proposed Victoria, Texas gas-to-nuclear pilot project.
